COLD WEATHER ADVISORY IN EFFECT FROM MIDNIGHT TONIGHT TO NOON EST WEDNESDAY...
Very cold wind chills of 15 to 20 below expected in portions of central New York and northeast Pennsylvania. The dangerously cold wind chills as low as 20 below zero could cause frostbite on exposed skin in as little as 30 minutes. The coldest period during this cold weather outbreak will be Tuesday night and early Wednesday morning.

Use caution while traveling outside. Wear appropriate clothing, a hat, and gloves.

Streamflow Situation from the network of USGS river monitors in NY

The anticipated arctic air mass has settled over most of the continent, plunging parts of Canada to -50 C. From the National Weather Service short range forecast discussion in the USA issued 216 am Monday, "A bitterly cold arctic airmass has overspread the interior western, central, and eastern U.S. following a strong cold front passage over the weekend. Forecast high temperatures Monday from the Great Basin/Rockies east to the East Coast will be upwards of 20-30 degrees below January averages."

Current conditions in New York City, fair and 19 degrees F heading up to a high 27 degrees. Binghamton reports 8F with a chance of scattered snow showers or flurries, up to half inch of snow accumulation possible with a high near 17. West wind expected 5 to 10 mph, with gusts up to 20 mph. In the northeast, Massena International - Richards Field coming in with overcast conditions, just 2 degrees, the high Monday around 9 F with wind chill taking it down to -9F.

Streamflows are up in the northeast, the Raquette River showing above 90th percentile at South Colton, and above seasonal normal at Raymondville. In the Black River watershed, the Beaver River flow is also rated much above seasonal normal, 95th percentile at Croghan. These are provisional readings, there may be malfunctions due to the presence of ice and the extreme cold temperatures. Smaller rivers and creeks through the northeast are frozen over, the sensors indicate. In the Central, south and west drainage basins, water levels range from seasonal normal in the far west to much below normal and even low in the southeast. Severe drought grips Putnam and north Westchester Counties with adjacent area in Westchester, Rockland and southeast Orange Counties now advanced to moderate drought. Upper Genesee River watershed is rated below normal in the west. There are no active floods, nor extreme high or low flows observed.

Safe Drinking Water Advisories
Schenectady County issued a BWA for some residents and businesses in Rotterdam following a water main break on Curry Road and Deforest St last week. The boil order was in effect for customers along Curry Road between Altamont Avenue and Duglin Avenue, including all homes on Duglin.
