COLD WEATHER ADVISORY IN EFFECT FROM MIDNIGHT TONIGHT TO NOON EST WEDNESDAY...
Very cold wind chills of 15 to 24 below expected in portions of central New York and northeast Pennsylvania until noon tomorrow, Wednesday. The dangerously cold wind chills could cause frostbite on exposed skin in as little as 30 minutes. The coldest period during this cold weather outbreak will be Tuesday night and early Wednesday morning.

Use caution while traveling outside. Wear appropriate clothing, a hat, and gloves.

Streamflow Situation from the network of USGS river monitors in NY

Fair, 12 degrees in New York City, high 22 under mostly cloudy skies Tuesday. Binghamton reports 0 degrees (minus 18 C) with a high of 12, the wind chill factor makes it feel like -7F. It is warmer upstate north, Massena International - Richards Field conditions are fair, 6 F with a high 11. The wind chill value takes it down to -10 today, down to -13 wind chill overnight.

Streamflows have dropped to extreme lows in the central and southeast watersheds overnight. First percentile record low flows are observed this morning in the upper Hudson, Delaware and Ramapo River watersheds. The majority of observations in the Hudson River watershed are below seasonal normal. The odd station reports much above normal, including a single event in the northeast, Raquette River near South Colton at 90th percentile as reported yesterday. In Genesee River watershed, lower end, two tributaries are recorded above the 90th percentile. Severe drought continues in Lower Hudson River's Putnam and north Westchester Counties with adjacent area in Westchester, Rockland and southeast Orange Counties rated moderate drought. Joining the upper Genesee River watershed in the west with a below normal rating overnight are Finger Lakes watershed and upper Susquehanna River watershed. There are no active floods and no high flows, the extreme low flows are on the front page map with the red-brown tags.

Safe Drinking Water Advisories
A boil water advisory has been rescinded for Town of Rotterdam residents impacted by a water main break last week. The boil order was in effect for customers along Curry Road between Altamont Avenue and Duglin Avenue, including all homes on Duglin.
