Village of Port Leyden issued a boil water advisory for all ratepayers connecting to Port Leyden water treatment system last week. The system reported inadequate disinfection of the drinking water last Thursday, the boil water advisory being necessary until potable water testing demonstrates the supply is safe for consuming directly from the tap.

A retention pond in Painted Post received firefighting overflow from a car fire last week Thursday. The incident occurred off Addison Rd near Interstate 99. Inquiry has been made for more information on the volume and characteristics of the outfall, whether escape to Tioga River occurred. Outfall from vehicle fires can contain numerous hazardous materials known to be harmful to the aquatic environment. More to follow.
Streamflow Situation from USGS current streamflow monitors in NYS
Advanced technologies in water sensors, remote broadcasting, renewable energy and batteries, satellite technology and data processing are behind the Unites States Geological Survey (USGS) National Water Dashboard, providing a valuable window on how water is moving through the creeks and rivers of the nation. Prior to the rollout of the USGS WaterWatch network, flood watch and warnings came from municipal workers stationed on bridges monitoring conditions and alerting the community with audible alarms. The advancement of remote sensing and transmission of data, data processing has brought about a whole new way to monitor water, with limitations.
USGS streamflow monitors send readings to the data center at intervals of 1 to 4 hours. USGS WaterAlert is an information service offered free for subscribers, allowing for selection of the monitoring location of interest, and the conditions for which the subscriber wishes to be alerted via SMS messaging (text) or email.
From the USGS WaterAlert Overview, "WaterAlert strives to provide timely and accurate notifications to users using the latest data available through the National Water Information System (NWIS). WaterAlert is a service offered by the USGS to provide alert notifications when a threshold set by you is triggered by the latest water conditions."
Provisional data is unverified by the state Water Science Center staff. Provisional Data "may be inaccurate due to instrument malfunctions or physical changes at the measurement site, leading to incorrect alert notifications going out to the users." Information based on USGS provisional data should not be used to make decisions "that concern personal or public safety or the conduct of business that involves substantial monetary or operational consequences."

Drought Map USGS 7-day average streamflow against seasonal average
Oswegatchie River channel through St. Lawrence County has escalated to moderate drought rating Monday. The Lower Genesee River watershed, Lake Ontario minor tributaries west section along with adjacent Niagara River - Lake Erie remain below normal Monday with five monitoring locations reporting much below seasonal normal in this western region.
USGS Provisional Data Statement
Data are provisional and subject to revision until they have been thoroughly reviewed and received final approval. Current condition data relayed by satellite or other telemetry are automatically screened to not display improbable values until they can be verified.
Provisional data may be inaccurate due to instrument malfunctions or physical changes at the measurement site. Subsequent review based on field inspections and measurements may result in significant revisions to the data.
Data users are cautioned to consider carefully the provisional nature of the information before using it for decisions that concern personal or public safety or the conduct of business that involves substantial monetary or operational consequences. Information concerning the accuracy and appropriate uses of these data or concerning other hydrologic data may be obtained from the USGS.
