Comparative Analysis of the drinking water facilities compliance in five states
New York
8,205 Drinking Water Facilities with active permits (no change)
- 611 (7.4%) have Current Violations (decrease of 1)
- 49 (.5%) have Significant Violations (decrease of 21)
- 749 (9.1%) have had Formal Enforcement Actions (in the last 5 yrs)(increase of 9)
- 1 Criminal Prosecution under the Safe Drinking Water Act
- 77,951 (.4%) of NYS's 19,469,200 residents (2024 Census) are served by DWF's with significant violations (decrease of 50,334)
Twenty four drinking water facilities debut in this report as serious violators, 45 drinking water facilities have successfully resolved significant violations of the SDWA, being removed from the list in the latest inspection cycle.
Georgia
2,381 total Drinking Water Facilities with active permits in the state of GA (decrease of 1)
- 395 (16.5%) with Current Violations (down by 19 from last quarter)
- 24 (1%) with Significant Violations (down 5)
- 31 (1.2%) with Formal Enforcement Actions in the last 5 yrs (up by 1)
- 58,828 (.5%) of Georgia's 10,711,908 residents served by serious violators (increase of 11,536 residents served)
Five facilities have been added to the serious violator list, 10 facilities cleared from the list since last inspection cycle.
Louisiana
1,261 total Drinking Water Facilities with active permits in Louisiana (increase of 1 since the last reporting cycle)
- 437 (34.6%) with Current Violations (up 1)
- 110 (8.4%) with Significant Violations in the last 12 quarterly reporting periods (increase of 4)
- 132 (10.6%) with Formal Enforcement Actions in the past five years (down 2 from last report)
- 402,525 (8.8% of Louisiana's 4,590,000 residents, approximately one in twelve) are served by serious violators (increase of 42,054)
Twelve new facilities have been added to the list in October, congratulations to 14 facilities that have graduated from this list by correcting deficiencies and violations.
Ohio
4,212 Drinking Water Facilities with active permits in Ohio (4 less than last report)
- 1400 (33.2%) have Current Violations (increase of 1%, 40 facilities)
- 49 (1.2%) have Significant Violations (decrease of .1%, 9 facilities)
- 359 (8.5%) have Formal Enforcement Actions (in the last 5 yrs)(increase of .2%, 7 facilities)
- 0 Criminal Prosecutions under the Safe Drinking Water Act
- 61,041(.8%) of Ohio's 11,760,000 residents are served by Serious Violators (decrease of 27,071 from the last quarter, a decrease of 61,959 over the last two quarters)
66.7% of Ohio facilities are compliant with Safe Drinking Water Act
19 facilities added to the Serious Violator list in this update, 28 facilities cleared from the list since July 2024.
California
7,408 Drinking Water Facilities with active permits in California (decrease of 8 from last quarter)
- 454 (6%) have Current Violations (increase of 5 since last quarter)
- 19 (0.3%) have Significant Violations (1 less than last quarter)
- 2043 (27.6%) have Formal Enforcement Actions (increase of 80) (in the last 5 yrs)
- 0 Criminal Prosecutions under the Safe Drinking Water Act
- 6,915 (0.02%) of California's 38,889,770 residents are served by Serious Violators (up from 4,561 last quarter)
93.9% of California facilities are compliant with Safe Drinking Water Act
Six facilities have been removed from the serious violator list this go, six drinking water facilities have been added to the list as of October 2024.

EPA publishes violation and enforcement data quarterly, based on the inspection reports of the previous quarter. Water systems, states and EPA take up to three months to verify this data is accurate and complete.

The EPA safe drinking water facilities data available to the public presents what is known to the government based upon the most recently available information for more than one million regulated facilities. EPA and states inspect a percentage of facilities each year, but many facilities, particularly smaller ones, may not have received a recent inspection. It is possible that facilities do have violations that have not yet been discovered, thus are shown as compliant in the system.
EPA cannot positively state that facilities without violations shown in ECHO are necessarily fully compliant with environmental laws. Additionally, some violations at smaller facilities do not need to be reported from the states to EPA. If ECHO shows a recent inspection and the facility is shown with no violations identified, users of the ECHO site can be more confident that the facility is in compliance with federal programs.
The compliance status of smaller facilities that have not had recent inspections or review by EPA or the states may be unknown or only available via state data systems.
